Continuity, Chance and Change: The Character of the Industrial Revolution in England by E. Anthony Wrigley,

The Industrial Revolution produced the modern world, a world of increased affluence, longevity, urbanization, unitary authorities and travel. This book illuminates how the great surge of economic growth that determined these changes was not expected, unitary authorities and often went unnoticed. The author begins by discussing the kind of substantial economic growth that was predicted at the time, unitary authorities and goes on to cover the growth that was unexpected. Unitary authority - A unitary authority is a type of local authority, which has a single-tier and is responsible for all local government functions within its area. This is opposed to a two-tier system where local government functions are divided between different authorities.

Local Government Association - The Local Government Assocation is a body for advancing the interests of local authorities in the England and Wales. Its member are various different types of local authorities, including county councils, metropolitan borough councils, London borough councils, shire district councils and unitary authorities.
